|With effect from 1 July 2000, in conjunction with the licensing of telecommunication cable detection workers by the Info-communications Development Authority Of Singapore (IDA) and in compliance with section 29(1) of the Telecommunications Act 1999 (the Act), the administration procedures for the notification of earthworks by the contractors/principals to SingTel are as contained herein.|
|Telecommunication cables include copper cables of 5 pairs and above up to 4800 pairs count and optical fibre cables of 6 fibres to 96 fibres count and above.|
||The principals/contractors are required to purchase the latest plant information from SingTel at the under mentioned address for the area of intended earthworks.

|3.2||If the plant route contains SingTel pipes, the principals/contractors have to notify SingTel in compliance with Section 29 (1) of the Act. Payment cheque and necessary documents for processing shall be submitted together with the notice
|3.3||Upon receipt of the notification (Annex 1), SingTel will respond within 7 days, from the date of receipt, with an acknowledgement of the notification or a requirement for a site visit (Annex 2, Part 1) with the principals/contractors for further discussions and consultation and to verify that the contractor has carried out the detection of SingTel plant routes properly and marked the detected SingTel plant routes in the vicinity onsite.
|3.4||When SingTel is satisfied that the proper detection work has been carried out in accordance with our requirements, SingTel will issue the contractor a conditional approval (Annex 3) on the spot for the principals/contractors to proceed to dig trial holes as proposed in NCE submission, and locate and expose SingTel’s pipeline(s) within 1 month or earlier from the date that SingTel issues the conditional approval of the NCE application.|
|3.5||The principals/contractors must engage a licensed telecommunication cable detection worker (TCDW) to locate SingTel’s plant routes by detection equipment before commencement earthwork of digging trial holes.|
|3.6||The contractor will also be required to capture the GPS data of the exposed SingTel pipeline(s). Thereafter the contractor shall arrange for a site inspection (Annex 2, Part 2) which will be attended by a SingTel staff, within 3 working days, who will certify that the contractor has located and exposed the SingTel pipeline(s) in the vicinity and taken all the necessary precautions issued earlier as part of the service plan purchase and NCE application.
|3.7||Once SingTel is satisfied that all our requirements have been met, SingTel will issue the final approval for earthworks within 7 working days upon notification for a site inspection of the trial hole(s) by the principals/contractors.|
|3.8||For the avoidance of doubt, if the contractor is unable to locate SingTel’s pipeline(s) and does not inform SingTel or seek our assistance to locate the pipe(s), the final approval for earthworks will not be issued. This is also applicable to contractors who did not dig trial hole to expose SingTel’s pipeline(s).
|3.9||With SingTel’s final approval that such earthworks are permitted, the principals/contractors could proceed with the earthworks on the scheduled commencement dates.|
|4.||Submissions And Conditions|
|4.1||The notice shall be submitted on a standard form (Annex 1) as prescribed by SingTel.|
|4.2||The notice shall be submitted by hand, registered post, LUM services or other courier services to :

|4.3||A processing charge of $128.40 (inclusive of 7% GST) per notice will be levied including site consultation work, site check and trial holes inspection.|
|4.4||Payment cheque as well as all documents necessary for SingTel’s processing of the notice must accompany the notices e.g. proposed site plan with proposed trial holes and earthworks position relative to SingTel’s plant route, work schedule and cable detection drawing by licensed TCDW.|
|4.5||Conditions and safety measures, if necessary, will be conveyed in SingTel’s response.|
|4.6||SingTel reserves the right to include additional conditions and/or modify existing conditions during the duration of earthworks if damage to cable may occur or is likely to occur.
